框架协议中约定的伊塞克湖地区垃圾科技处置项目，垃圾处理规模预计为日处理2000吨，特许经营期预计长达35年。乙方计划按照甲方要求建设两座设施，并分阶段扩建卡拉科尔市和巴雷克奇市垃圾科技处置发电项目。
该项目是继2024年军信股份成功获得吉尔吉斯共和国比什凯克市垃圾科技处置发电项目（规划垃圾处理规模3000吨/日）特许经营权、2025年成功签署吉尔吉斯共和国奥什市垃圾科技处置项目（垃圾处理规模2000吨/ 日）框架协议后，在海外市场拓展方面取得的又一重大成果。
