On March 28, 2025, USCBC and the Shanghai Pudong New Area Government held a roundtable on cross-border data transfers and market access expansion for value-added telecommunications. Leadership from Shanghai Municipality and Pudong Area provided updates on the progress of the opening policies in the free trade zone and responded to company concerns.
会议由浦东新区商务委员会副主任张浩主持，浦东新区副区长徐欣、上海市委网信办副主任杨海军、上海市通信管理局信息通信管理处处长兰宇、市通信管理局临港通信管理办公室主任秦岭，以及浦东新区商务委、区网信办、区金融办等十余部门出席。
The roundtable was moderated by Zhang Hao, Deputy Director of the Pudong New Area Commerce Commission. Leaders in attendance included Xu Xin, Vice Mayor of the Pudong Area, Yang Haijun, Deputy Director of the Shanghai Cyberspace Administration, Lan Yu, Director of the Information and Communications Management Division of the Shanghai Communications Administration, and Qin Ling, Director of Lingang Communications Office of the Shanghai Communications Administration. Representatives from over ten government departments, including the Pudong Commerce Commission, Pudong Cyberspace Administration, and Pudong Financial Bureau, also participated.

The Shanghai Cyberspace Administration and the Shanghai Communications Administration provided detailed briefings on cross-border data flow policies and the progress of value-added telecommunications service openings. Member companies from financial services, information technology, professional services, and advanced materials sectors exchanged opinions with relevant government officials.
